    Redistribution of the National Debt Crisis

    In all the editorial discussion of the world and developing country debt crisis, one key institutional element of the system has been largely ignored: the system of creating new international reserves. Analysis of how international money and reserves are created will offer many prescriptions for bringing justice to the international monetary system and harnessing this system for the cause of balanced economic growth and development. The right of international seingorage-the ability to create money-can be redistributed to great benefit of the cause of development and economic justice. This issue is a structural issue. Solution to the debt problem, which has both served to integrate the world's economies and now threatens to shatter what unity has been created, demands this structural shift. It is not only a plea for fairness but a common sense solution that is consistent with the evolution of our international institutions.



    Most solutions to the debt situation view the problem as a temporary liquidity shortage. Adjustment programs are put in place to squeeze more foreign exchange or debt servicing capacity out of a country's economy. Exports must be increased, imports decreased and made more expensive, exchange rates adjusted, domestic currency devalued, and public sector spending slashed. These adjustment programs have created severe limits on development plans. In the words of one democratically elected Latin American president, a stark choice is posed in this situation: debt or development. The two have become mutually exclusive.

    It is widely recognized that the adjustment or conditionally programs have severely distorted the course of development, reducing incomes of the lower classes, (the bulk of the population), orienting economies to export growth, shrinking public spending for desperately needed domestic services, etc. These mechanisms squeeze



    Tax Proposals

    1. Flatrate tax on all corporations.
      1. Said tax to be allocated to local school districts.
        1. 1. Companies are encouraged to donate time/ things/ expertise in lieu of said tax.
        2. Dollars from the tax are allocated as matching funds.
        3. An equitable distribution is assured so that, area wide, the skills developed in one district are shared withothers, at no cost.
      2. It is noted that said tax will be inflationary.
        1. A corresponding reduction in property taxes ill compensate ( to some degree).
      3. Local boards will control these moneys.
        1. Said boards to be compiled of
          1. Duly elected school boards
          2. Members appointed by intercorp boards
          3. Members elected by teachers.
          4. Members elected by administrators.
      4. The idea is to involve all levels of the community in developing the educational tools to respond to the rapidly changing needs of the survivors of the current information revolution.
    2. Controlling Interest
      1. A veritable tax on the acquisition of controlling interest in another company, patent, idea, or thing.


      2. The accumulation of a given amount of stock. This would be a flat tax.
        1. These taxes dedicated to reducing the national debt.
        2. Once the debt is paid off, the money goes into a special fund to finance Social Security.
        3. As the debt is reduced, the moneys formerly earmarked for debt service would go into a fund to finance new business.
      3. We acknowledge that this is also inflationary.
        1. Compensation is decreased interest rates.
    3. Personal Taxes
      1. 10% of gross income over $70,000.00.
      2. 10% of net income under $70,000.00.
      3. This is further compensation for inflation.

    These proposals will put the control of money flow in the hands of the people at the local level to respond to local needs, as well as paying for the restructuring of life. Remember, the debt exceeds $6 trillion. That's a lot of available dollars.
    IDEA- The money saved on interest by the government would automatically be invested in a fund to ensure the comfortable living of anyone losing a job.

    I must intrude with a national goal: Give up heavy industry to the Third World, your old age, guaranteed.

    1. Consolidated military into one unit with Marine Corps type boot camp for everyone and then training for branch.
    2. Purchasing into non-competing sections as now exist, i.e. Navy planes, Army planes, Marine planes, Air Force planes. In consolidation, only Air Force planes -- one set of planes. Navy is ships. Army is logistics-- i.e. Army goes on ships to run computers, controls, non-ship-to-ship communication (maybe).
    3. Common base-- Everyone goes through boot camp as a break between school and life. Variables-- say, 15 months' service during 24 month period. Some private time as well (9 months).

    As the military is consolidated and the businesses and school districts are set up, a common community link can be used to determine the distribution of excess military gear. Also the redistribution of local companies affected by the base closings. This process decreases taxes and reduces capital costs for communities all across America.



    Agricultural - Acid Rain Problem


    Facts: Acid rain causes a loss of fertile soil. In fact it causes dangers of soil depletion in general. There are depleted aquifers from SASC Manitoba to Mexico. Futermore consider the depletion of Great Lakes.

    Proposal: Build series of huge pipelines from Hudson Bay to the Great Lakes. Mostly gravity. Some pumping. At every section insert a low head XKW turbine with Bucky Balls made in space. As enough sections are completed to begin the flushing of the Great Lakes. Enough kW of power is generated to begin closing of the coal plants in the Midwest.

    This we ask the Canadians to do. In return, as we dismantle heavy industry to give the Third World the means to pay their bills. Paying all of these people to form coops to till the land with the modern computer (methane run from gas produced by our own land's waste). Being labor intensive with terminals everywhere. Natural means can be used and we can slow down if not reverse the production of new chemical formulations. 1000's yearly now. The shear accumulation of this chemical soup looms as an unknown time bomb in the environment.

    Now, as we tighten our belt, as a society, we must reach out to the underclasses to give them some hope. As the systems develop in the "slurbs," they flow into the ghetto schools, the brightest and the best take their families to the forming natural farming communities.

    We build vast piping systems to flood the affluent of the Great Lakes through the aquifers of the Midwest, replenishing to overflowing, which then flows as pure water into Mexico and the Gulf.

    Meanwhile, the contragroup builds a road/ magnetic railway/ pipeline from Mexico to Venezuela to provide the power/ raw materials to worker-owned companies that will be encouraged and trained by US companies as their independent partners. A small percent would be available to the "monied ones" for investment in nonvoting stock. The military would be reissued laser weapons and target in lieu of guns and bullets. They can then have all the war games they can afford, but will have to pay a heavy tax if they interrupt the flow of commerce.

     



    The International Scene


    1. Fix Pan American Highway.
    2. Build oil/gas/commercial pipeline-Mexico-Venezuela.
    3. Build railroad
    4. Get Pope and church involved to let the people know what is going on.
    5. Umbrella security from other Latin countries.
    6. Tax the rich into the middle class. Excommunicate them if they don't go alone.
    7. Build small refineries to supply small industrial areas. (Enterprise zones).
    8. Install a tax system that keeps the money moving from country to country.
    9. Schools, etc.
    10. US to run interface outside the Continental Shelf.

    Intertwine the railroad, road and pipeline, and where they come together is the Enterprise Zones. Set up tax incentives to get manufacturers to donate heavy equipment and steel (build local mills). Train locals to run them and leave the equipment there as Enterprise construction companies. No barriers would be allowed. No walled compounds, either. Feeder lines to be built as needed and taxed in ratio to worker ownership. Tax moneys and profits of non-zone enterprises to be used for schools, roads, etc., outside zones. Airlift machinery by spring 1984. Invite major manufacturers to donate heavy equipment and materials in exchange for tax breaks and to rehire people to build on worldwide basis. Government put up no money but get tax revenues from working suppliers, utilities, transportation. Develop worker-owned companies -- % basis + worker % taxes. Profits and taxes spent to upgrade peasants' lives, schools, roads, hospitals, doctors.
